Log Drain misconfiguration impacting some shared stacks

During the recent outage of one of the Docker image registries we utilize, Quay.io, some of the Log Drains in shared stacks were incorrectly updated to use an unsupported configuration. This may have resulted in log deliverability issues between 2021-03-22 20:00 UTC and 2021-03-24 20:30 UTC for the following stacks:

* shared-us-east-1-derp
* shared-us-east-1-doit
* shared-us-east-1-wat
* shared-us-east-1-yolo
* shared-us-west-1

No other stacks were impacted.
